No-Debt Certidão: Tax Authority and Social Security
There are two different no-debt certidões: one from the Tax Authority (tax debts) and another from Social Security (contributions). They're requested on separate portals, but both are free and online.
They're often requested together — for example, for public tenders, applications for state support, or loan processes — precisely because they prove different things: one that your taxes are up to date, the other that your Social Security contributions are up to date.
How to Request Each One
Tax Authority
- Go to portaldasfinancas.gov.pt and log in
- Search "Certidão de Não Dívida"
- Click "Pedir Certidão" → "Aceder"
- Confirm and get the document as a PDF
Social Security

- Log in with your NISS + password, or Chave Móvel Digital
- Go to "Conta-corrente" → "Situação Contributiva"
- Click "Obter declaração de situação contributiva"
